This trick work with all handlers of Operamini,Ucweb,Nimbuzz etc.
First of all create new settings in your phone as
Apn:-airtelgprs.com
proxy:-194.154.94.18
port:-80
and save settings.
Now open the handler page and
put this frontquery:-203.115.122.29/cgi-bin/nph-proxy.cgi/0a/http
It works fine in Andra pradesh and some other states with download support.
